Three suspects arrested after RAF payout victim kidnapped and robbed in Eastern Cape

A coordinated law enforcement operation has led to the arrest of three suspects accused of kidnapping, armed robbery and housebreaking in the Eastern Cape, while also securing the safe rescue of a victim allegedly targeted after receiving compensation from South Africa’s Road Accident Fund (RAF).

The arrests, carried out on 13 June 2026, followed a joint investigation by the Hawks’ Serious Organised Crime Investigation unit and Provincial Crime Intelligence. Authorities believe the case may be linked to a broader criminal network that specifically targets individuals believed to have recently received large payouts.

According to investigators, the victim was allegedly abducted from his home in Phakamisa, near Qonce, on 12 June. Armed suspects reportedly forced their way into the property, seized the victim’s bank card and transported him to a separate location where he was held against his will.

While the victim remained in captivity, the suspects allegedly used his bank card to access funds from his account and make purchases at several retail outlets.

Intelligence operation leads police to shopping mall

Following reports of the kidnapping, authorities launched an intensive investigation supported by intelligence gathering and coordinated operational planning.

Investigators soon developed information linking the suspects to transactions conducted with the victim’s bank card. This led officers to Hemingway’s Mall, one of the Eastern Cape’s largest shopping centres, where the suspects were allegedly continuing to spend money from the victim’s account.

Police surveillance teams monitored the suspects’ movements before moving in to make arrests.

Authorities said purchases worth approximately R21,650 had already been made at multiple stores by the time officers intercepted the suspects.

The victim’s bank card was recovered during the operation, along with clothing and other items believed to have been purchased using the stolen funds.

Officials confirmed that the victim was successfully located and rescued unharmed before being reunited with family members.

Focus turns to possible organised crime links

The case has raised concerns about criminals targeting individuals who receive significant financial settlements or compensation payments.

South Africa has previously seen incidents where victims of insurance claims, pension payouts and compensation awards were allegedly identified and targeted by organised criminal groups seeking to exploit access to funds.

Authorities have not yet disclosed how the suspects may have become aware of the victim’s RAF payout, but investigators are exploring all possible leads.

The three accused, aged between 28 and 41, are expected to appear before the KuGompo Magistrate’s Court on 15 June 2026, facing charges including kidnapping, armed robbery and housebreaking.

Law enforcement officials have indicated that the investigation remains active and could result in additional arrests as detectives work to uncover the full extent of the criminal operation.

Eastern Cape Hawks Provincial Head Major General Mboiki Obed Ngwenya praised the officers involved in the case, highlighting the importance of intelligence-led policing in combating organised crime.

He said the operation demonstrated the effectiveness of cooperation between specialised investigative units and intelligence structures, adding that authorities remain committed to ensuring those responsible for violent crimes are brought before the courts.

The Hawks have urged members of the public to report suspicious activity and share information that could assist ongoing investigations into organised criminal syndicates operating within the province.
